Russia May Plan Attack Against Energy and Critical Infrastructure in Next Wave

The Main Directorate of Intelligence of the Ministry of Defence of Ukraine (HUR MO), warns the next wave of Russian activity will likely target the energy sector of Ukraine and its allies. As stated in the advisory "The Kremlin plans to carry out massive cyber attacks on the critical infrastructure of Ukrainian enterprises and institutions of critical infrastructure of Ukraine's allies," adding "First of all, the blow will be directed at the energy industry." The operations will use the experience of cyber attacks on the energy systems of Ukraine in 2015 and 2016." The reference to the previous attacks on Ukraine's power grid and substation involved the Industroyer malware. The counter-plan by Russian appears to be an effort to halt Ukraine's advance and spark lost momentum with destructive attacks. HUR MO suspects distributed denial-of-service (DDoS) attacks to increase against critical infrastructure organizations.
